Wait Lists galore
With so much uncertainty surrounding this year's pool of college applicants--especially considering the economy and the elimination of some Early Action/Early Decision programs--many schools were conservative with the number of students they admitted. As a result, a number of institutions, including Notre Dame, are turning to their wait lists for more students. Take a look at this New York Times article which explains the situation nicely.
